Introduce a minimum connections parameter for database connections so that the cost of transaction burst is lessoned.

During a heavy sudden burst of transaction requests we see Db connection errors. The sudden increase in demand causes the appliance to open larger numbers of connections and this 'peak' demand can cause connectivity issues resulting in failed transactions. Having a minimum connections that is supported by health checks on those minimum connections would go far in creating a more robust application and appliance.

    Further, the connection errors are exacerbated when you have an application defined with a large max connection configuration and potentially slow connection open times.
