Allow for multiple offloading pipelines

Currently good practice is to have just one offloading target for analytics events.

In our scenario we would like to have analytics events offloaded to multiple targets with different filtering rules for each one, so that:

  • failure of a single offloading target does not stop offload altogether

  • APIC serves as a golden source for information for different systems to avoid data flow chaining (i.e. offload to external Opensearch and then further to other services)

  • depending on the company policies that apply to respective system, separate filtering rules can be in place (i.e. offload all fields to opensearch, but skip request/response specific data like headers and/or body for offload to Kafka)

We should be able to accommodate log target preferences based on the organization, makes it easy to navigate in the log target and also protect exposing data for other organizations.
