mqsichangebroker should not cause outage

Desire that 'mqsichangebroker' command not require an outage to the broker.

    Idea / RFE Review. Apologies for the length of time this idea has been in the status of Uncommitted Candidate / Future Consideration. During this time the product has evolved significantly ... In ACEv11 the mqsichangebroker command has been removed - with its capabilities being consolidated into the mqsichangeproperties command and other aspects of the administrative REST API. In the area of certificates in particular, in ACEv11.0.0.9 there was also a new feature added to facilitate the dynamic reload of sercer security certificates without the need to restart the integration server. Given these developments we are closing this Idea, but if you feel further actions are needed in this area please feel free to raise a new suggestion making clear where you think further attention is required.
