IMSConnectHandler support for different IRM Arch level messages

At the moment DataPower IMSConnect handler assumes a fixed message header length of 80 bytes. Accordingly rejects headers with length less than 80 directly, and parses messages with longer header lengths incorrectly (leaking header bytes to payload).
This causes problems with widely used message formats like
- type1 messages (IRM Arch 0x01) which have headers less than 80 bytes, hence rejected directly
- type2 messages (IRM Arch 0x00) which may have headers with more than 80 bytes; headers are parsed just fine, but bytes from headers are prepended to message payload (i.e. for 88 bytes header, last 8 bytes of header are reported as first 8 bytes of payload.)
